BT Questions Government’s 50p Levy Strategy

The government may believe that the Next Generation Fund would help build a competitive digital communications infrastructure across Britain, but BT thinks otherwise.

The government’s scheme to tax subscribers in order to finance the laying of fibre optic broadband across the UK has raised doubts from BT Broadband, which is not convinced if the money raised will be sufficient to finance such an ambitious project.

BT’s group director of strategy and portfolio Olivia Garfield said at a briefing at BT’s London headquarters this morning that only 80 to 85 per cent of fibre optic broadband coverage is possible with the money raised through the proposed 50p per month tax levy, instead of the 100 per cent coverage as claimed by the government. According to her, the government would need more than a 50p levy to bring the final third of the country under hi-speed broadband connectivity.

Garfield added that BT had nothing to do with the levy decision. She told the press that BT was informed about the proposed broadband tax levy just on the eve of the official Digital Britain report release.

BT is now waiting for Ofcom to provide further details on the Next Generation Fund. Meanwhile the parliament is going to investigate the effectiveness of Next Generation Access and Digital Britain plans, including the 50p broadband tax concept. Lack of details regarding the distribution of the fund money is what is worrying BT, and hence it is looking up to Ofcom for answers.

Since the beginning of the year, there has been a 50% jump in the number of zombie computers worldwide as over 12 million computers were taken over in this period.

The data, which was compiled by McAfee, one of the largest cyber security companies, also shows that United States, with 18% computer infection rate, is on top of the list of countries that are suffering most from the problem of zombie computers. China comes next with 13% computers being hijacked. Apparently, the UK is comparatively safer with only a 6% infection rate. However, Italy is the most secure country as only 2-3% percent computers are infected there.

Shocked by the growing menace of the problem, Deloitte, a consulting firm, recently released a report with data and urged the authorities to implement better safety measures for computers. The company said that the lack of cyber safety could have both economic as well as general safety repercussions. Orange to Offer Faster and More Reliable Broadband Service

Orange has unveiled its plans to increase its home broadband speed from the current 8Mb to a significantly higher 20Mb. The rollout will take place across the UK by the end of the year; however the trials have already begun.

The company’s director for broadband and home, Asif Aziz, described the new developments to the reporters, saying that large scale testing now in progress will help the company crystallize the new service and remove any unforeseen issues.

The company has begun providing download speeds of 20Mb to chosen users for testing purposes. With this trial, Orange UK aims to work on the possible problems that the customers may face after full implementation. An expert team has been appointed specially to listen to customer grievances and suggestions, which will be critical in the countrywide rollout of the new service by the end of the year.

The upgrade will come at no additional cost for the users, and their package fee will remain unchanged from what they pay for the 8Mb service.

Customers must keep in mind though that like all other broadband services, this one too will be affected by several factors, which may lower the end-user speed, such as distance from the exchange and the quality of the line. However, it cannot be denied that the upgrade is a major one, and it will put Orange’s service among the best in the UK.

The normal perception is that VoIP is so cheap because everything costs less on the net. Long before computer networks became important telephone companies were using digital communication. In the beginning the original digital voice circuit was used in Chicago in 1962 however ARPANET, the predecessor to today’s Internet, wasn’t up and running until 1969. They came up with a number of technologies with different levels of success. But there was (and still is) an issue: data networks are essentially different than voice networks.

Data is sent in packets, which can arrive randomly a long time after they’re requested, without causing problems. Internet Protocol (IP) was created to provide best effort delivery. Telecoms companies had an expensive network in place, so there was a lot of incentive to use it. After a few misses Asynchronous Transfer Mode (ATM) was designed as a compromise technology that could carry both voice and data. However it’s much less efficient than a pure data network. The overhead for data transfers on ATM is more than 10link, compared to about one percent for an Ethernet running full-throttle.
